Beautiful luxury 342 apt. complex with superb groundkeeping (flowers, waterfall at entrance etc.) opposite a world class (& free) Mountain Park Recreation Center with an olympic size pool, basketball court, two weightlifting/exercise gyms, dance/aerobic glass-walled room, showers with saunas and steam rooms, 200 capacity big beam/fireplace meeting room with piano.
Been renting 1602 sq. ft. 2 bedroom, 2.5 bath with loft since 09/01/98 for $1275/month. Enclosed garage is $50/month. Uncovered parking is free. One covered stall comes with apt. No dogs only cats allowed.
Of the 20 apt. floor plans, the "Sisters Plus" I live in is the largest and, with the 35? cathedral ceiling above the living room area, it has the feeling of a house. Huge 30? x 12? patio 20? above the ground has an unobstructed view east to Mt. Hood. Large 12? x 15? bedrooms each with its own 6? x 8? closet area with sliding glass doors and 8? x 8? bath. Fireplace, Washer/dryer in apt. This is the most elegant of the apts and the most expensive. Pool, jacuzzi, & gym in clubhouse.
So what?s the downside' It ain?t cheap. Other apartments without cathedral ceilings probably are reasonable, but my electric heat bill goes up over $300 per month in January. Rents range from $600 to $750 for a 1 bdrm, $830 to $1275 for a 2 bdrm, and there is a 3 bdrm (1248 sq ft) for $1000. Across the street there are two other apartment complexes (The Ridge at Mtn Park, and The Gables at Mtn. Park) with 1 bdrms for $600 and 2 bdrms for $800. They have the same free access to the Mountain Park Recreation Center but are upper middle class and not luxury apartments.
No elevators. Apartments (3) are stacked on top of each other. Top and bottom apartments are reached by stairs.
Also, there is a revolving door for One Jefferson Pkwy apartment management staff mostly because of Middle East owners treating staff like they own them. Before 09/11/01 15% of the tenants were middle east people. 20 to 25 year olds with new corvette sportcars. Now young dudes are gone and there are about 5% to 10% middle east families. Rest of tenants are a mixed bag of caucasians, orientals, etc., all of upper middle class incomes.
Maintenance response is inconsistent. Depends upon how much you do to follow up and keep tabs on them. Sometimes poor follow up on their part. Upkeep of buildings and grounds is in fits and starts where some things are being upgraded(powerwash & painting of buildings) and others (outdoor parking light replacement, plant trimming) slow to be done.

As a former resident prior to 9/11 you're right the middle eastern population at OJP was large when the property was owned by Salinas Investments. Not sure who owns it now and don't care I enjoyed it when I was there. I saw a decline in management and upkeep over the years I lived there. It is 6 of one and half dozen of another. Sounds as if you moved in after renovations it's a nice place. If you have lived there prior it sucks. Maybe it suck for the priors on purpose, one way to have them moved out so the unit can be updated to the new style.
