Incompetent & confused management ruin the complex

I remember way back in the 1980's and early/mid 1990's when Oswego Pointe was "the" place to live if you were affluent but did not own a local home.
Not anymore. The complex has been completely let go. Of course, any good management team can turn a bad property into a jewel, but this management team is a very bad ingredient in O.P.
Since we moved in in mid 2003, there have been 4 management teams. Four. Each one of them has had the same training, it seems, in how to schmooze customers INTO the property, then completely let go of all promises and responsibilities once the first rent check has cleared.
Maintenance is a nightmarish situation. Our "walk-through inspection" had over 40 items on the list, all of which were major items. In the "upgraded" apartment we got, there were areas of unfinished sheetrock, cracks in the sink, broken towel hangers, doors that wouldn't close properly, windows that wouldn't lock, missing pieces of Pergo flooring, etc. Management promised they would have everything fixed in a week by their crack maintenance team. Nothing was touched until at least 3 months went by, and only the most minor issues were half-fixed. In place of lasting repairs, we got tons of excuses, baaad stories about past management, incompetent contractors who messed up work, etc.
Water bills are based on shared use by the complex. Essentially, the complex gets a monthly water bills and each apt pays its share based on how many people live in the unit. When we signed our lease, we were given the 2-person rate. After 2 months of billing, our bills went UP. Curious, I called the billing company in Los Angeles, CA. They said that O.P. had called and added a "third person" on to the bill and even though we were only 2 people, they couldn't correct our billing without a direct call from Oswego Pointe. When I asked why we got bumped from a 2 person bill to a 3 person bill, they said it was due to the size of the apartment. Excuse me' Does the living room consume water' I think not! It took me a month to get that call made and the bill corrected.
When winter came around, we found out that our "upgraded apartment" was put back together without insulation in the walls and under the floor joists. When it was cold out, we had cold blowing air coming from the floorboards, electrical outlets, closets, window sills, etc. With heat running all the time, it was difficult to keep our apartment warm enough for comfort; and the mater bedroom was always 20 degrees colder thatthe rest of the apartment no matter how much we heated.
Management admitted that the contractors rebuilt the apartment and "skimped" on a few things, like insulation. They promised to fix it right away. They did nothing - the entire winter and spring went by - and despite freezing cold temeratures, management sat un their thumbs, unwilling or unable to come up with a solution.
Remember, FOUR management teams in the 1 year period, so each incumbent team blamed the one before and promised "change and progress". What a pack of lies.
We had several neighbors move after failing to get management to do anything about awful maintenance issues - water leaks, a stove that arced and blew out (but was not replaced for 5 weeks; and they only moved it up to an un-rented apt, which is now rented - with the same blown-out stove) etc.
We found a new place for almost 30% less the rent, and the management team seems much nicer. Coincidentally, the leasing person at our new place said that in the last couple weeks, she's had FIVE move-ins from Oswego Pointe!!!
Granted, the location of Oswego Pointe is PERFECT. It's right in the very heart of Lake Oswego and it is hard to find someting as well-placed. But trust me that it is the location and ONLY the location that keeps Oswego Pointe in business.
