Noisy, Smelly, Run Down Inside and Out

Westlake Meadows is a mid 80s condo-style apartment building that feels 40 years old. Our unit was surprisingly beat up inside. It was only spot-painted at best, and several large unspackled holes greeted us. The carpet was loose, contained many mystery stains, and was pealed back from most of the thresholds. The water heater was inadequate, even when turned up past the recommended level. There were slow water leaks in the ceiling corners and around the windows. Management didn't seem too concerned about the slow leaks, and I imagine fixing window leaks were way too expensive for them. Outside, the landscapers made a mad dash through the place once a week and actually left more crap on our porch and entry way than before. There are big dogs everywhere in the complex, and we'd find steaming piles waiting for us every day upon opening our front door.

If you live here, I hope you like your neighbors (and their dogs). This is because you'll be hearing a lot of them during your stay. This is true whether it be barking, crying children, slamming sliding doors, blaring TV sets or even coughing. Many tenants left large dogs locked up all day, giving them nothing to do except bark to each other across the complex all day.

The new management of 2003 (how many owners has this place had') confided that the old management had neglected the place. Yet, nothing was really done to correct the problems. There were water pipe leaks that flowed for weeks at a time, trip hazard lifted-sidewalks that were ignored, and more dirt than grass in some areas. Certain residents were allowed multiple carport spots, yet the rest had to jockey for position if returning late at night. The street (Parkview) is also quite noisy and near a school. Kids routinely threw trash outside our place and did skateboard tricks until the late hours. The landscapers just kicked the trash it into our bushes. While the rent started out reasonable, it was quickly raised to reflect the "Lake Oswego" foo-foo market value. I'm sorry, but this place was too dumpy for the asking price. It felt like management was trying to milk the most possible rent, while at the same time put in a minimum of effort for upkeep. I know theres profit to be had, but at some point your going to lose customer base.
