New manager must have made a big difference

I've lived in many different apartment buildings in downtown Portland, and I'm just not sure what people are expecting. Any apartment experience is greatly affected by your neighbors and the floor you live on. If you live on the basement level here, and you have people stomping above you and walking by on the street, you're gonna hate it, no matter how great the building.
The manager, Dawn, is awesome. If we have any issues, they are always resolved within 24 hours and she is always accessible by text and email almost immediately.
The location is perfect. You are close to downtown, Northwest, the max. You can walk to anything. Parallel parking sucks, but that has nothing to do with the building.
If you have a dog, this place is perfect. There is a fenced in yard that you can take your dog down to, and a scooper so that you clean easily clean up their mess. And you're only two blocks from Washington Park so there are a lot of great places to walk your dog.
The apartment building is older, so it's not going to be sparkling new, but if you want that, you should probably move to the Pearl or Hillsboro. Our apartment is clean, cute, and quirky enough to keep some of its original style. Overall, the people that live here are friendly, and everyone gets along great. The water is almost always hot when we need it to be (there have been a few times where it wasn't hot enough..but it's rare) and the central heating is always hot. Our electric bill has been consistently around $30/month, even in December.
Our only complaint is the thin ceilings. You can hear people walking above you too well. If you're a light sleeper, get a fan to turn on while you're sleeping and you'll be fine. No other noise from the streets or neighbors.
