The building recently switched management in August 2004. Rents were raised and the quality of maintenance and service slipped a bit. For example the floors are cleaned every other day rather than every day, and a washer that used to be fixed the next day, might go unfixed for a week or so. Generally the building is new and clean. Compared to other places in town I'd say the rent wasn't extremely high, but slightly overpriced. There are better deals available, but take a little more hunting to find. Also, your neighbor may have the same apartment as you, but pay different rent. It doesn't hurt to negotiate.
Pets: They are very cool about big dogs, and multiple big dogs. Being adjacent to a park is extremely convenient if you are a pet owner (who's dog gets along with others).
Location: It is very close to down town and a great area of restaurants on NE 28th Ave, but Sandy Blvd. is noisy...and has a history of being seedy. Things are changing, but it's not unusual to be (politely) approached for prostitution while waiting for the bus in the morning. I would recomend apartments that look out to the West and are on the North end of the building for better views and more quiet.
People: The residence are generally nice (any building of this size has it's "characters"). This building is popular with people moving from out of town, who generally spend a year or less there.
Parking: Street side parking is readily available. There is an adjacent High School who's lot you can park in. (and there is a track to jog on and tennis courts) I have parked on the street and never had a problem, but have neighbors who have had their cars broken in to. Spots are always available in the parking garage for a price.
Security: the front of the building is well lit and viewed by residents. Often people will be out walking their dogs before going to bed. I feel very safe getting from my car to the front door. The park side of the building is less secure.
Most people ask if my building was once a hotel, because it looks it. It's new, clean and well lit, but doesn't have much character.
