Overall I don't think this place is as bad as some of the other reviews make it out to be. My apartment is pretty nice and the dishwasher, stove, and refrigerator are in good condition. But I still wouldn't recommend these apartments because they are really overpriced, even for apartments in the middle of Portland. For the amount of rent I would think they would pay some utility, like water but nope. Even water and sewage is metered and paid by the resident. The only thing Summit pays is garbage but when you break it down per apartment it probably only costs them a couple bucks a month.
Make sure you ask about EVERY fee and deposit they're going to charge you and try to get it in writing, or better yet a copy of the lease (I believe Oregon law requires them to give you a copy before signing but I'm not sure). When I was moving in I was misquoted rent, security deposits, and move in fees and it wasn't until I sat down to sign the papers did I receive the final costs.
Its true that the stairways reek of urine but I blame that mostly on inconsiderate neighbors. Its almost impossible to get rid of the smell, unless the management ripped up the section of carpet that the dog peed on. Imagine our rent if they did that every time!
