I would recommend Deveraux Glen but only if you are committed to spending the extra $75/month for a carport spot.
About Construction: Remember that Deveraux Glen is a sprawling community so while construction may be a problem in some areas it certainly isn't in others. My area has been construction free since December 06.
About Parking: It's pretty horrible. In my area, the problems begin at around 6:00-6:30pm. If I don't make it home by then I usually have a choice between parking at the Albertson's parking lot (at least a 7-8 minute brisk walk) or parking in one of the many unused carport spots. It seems to me that Deveraux could do a lot to end the parking crisis by simply lowering their carport price from a very high $75 to a more modest $25.
About Noise: Our apartment is situated above a garage. Whenever any of the three garage doors below us go up and down the dishes literally rattle. If you're considering a second floor apartment with garages below, insist on the staff opening and closing the garage door while you're in the apartment so you can get an idea of what you're in for. I also notice footsteps above us but not so much the conversations (unless of course our windows are open).
About the Staff: No complaints here. They've been accommodating the entire time and the maintenance team has responded to calls within 24 hours including weekends. Also, in response to a previous post, we're also really annoyed with the halogen track lighting because they all burn out every 6 months. But we've never had to pay for them ourselves. Just call maintenance and they'll do it for free.
About the location: If it weren't for the parking, this would be a great place to own a car. The MAX station is a very very short drive as is access to both 26 and 217. The MAX park and ride fills up at about 7:05-7:10am on weekdays so plan accordingly. I wouldn't recommend living here without a car. The MAX, while very close, is up a huge hill which makes biking torturous. The buses haven't caught up with the new development so the nearest bus station to the MAX isn't much closer than the MAX station itself.
About the grounds: Nothing special. Very little grass around my area. There's a tiny playground not too far away (easy walk). I've never had any concerns about safety. Everything seems well lit and I think it's a pretty low crime area.
Overall I would recommend Deveraux as long as you have modest expectations.
