I really hope things improve here

Years at this apartment: 2003 - 2005
When I first moved here, I lived on one of the higher floors. It was smaller than most studio apartments, but the rent was equal to that of other substantial one-bedroom apartments in the area. True, it was soundproofed, which was nice, though the door didn't fit the frame so every time another tenant would close their door, mine would shake loudly and violently. When the rent was raised, I moved into another space -- this one being much bigger, but on the second floor. The second floor apartments are not sound-insulated from the shops below. I am subjected to loud music until 10:00 each night. My apartment stinks of smoke because the tenant next to me is a chain smoker -- the management staff assured me that nobody smoked on this floor before I signed the lease (I have severe asthma, so it's dire that I avoid allergens as strong as smoke). I learned from someone else on the staff, who was *honest*, that this was an outright lie, and that the manager knew full well that my neighbor sat in his apartment smoking all day. My apartment is not up to fire code standards. Interestingly, this building is advertised as a non-smoking facility.
My carpets were absolutely filthy when I moved in. They were covered in mysterious stains, dirt was ground into them, etc. I am not as picky as I might sound. This carpet was, and is (because they refused to replace it even though it is over five years old -- which is nasty for a rental) filthy, worn out, and incredibly stinky. They promised they would have it cleaned. Lies. All the time. Even about little things, like telling me my neighbor smokes on his balcony. We don't have balconies on the second floor.
Another not-so-delightful surprise was discovering that someone or something had urinated in the air conditioner. It was replaced with the unit from my old apartment. They told me I had been given a "brand new" air conditioner. Wrong, but at least it was clean -- though it doesn't fit the space and isn't sealed off, so all sorts of things try to crawl through the edges to get in from the cold during winter. They often succeed. I wonder if the tenant in my old apartment has noticed the uncharming aroma of urine, as I am sure they simply traded the two units. Yuck.
Thankfully, the management is changing -- a more accomodating woman is taking over and I'm very hopeful that she will change the focus from saving money to taking care of the tenants' needs. I think she will make some positive changes around here. The security guards are incredibly kind and entertaining. The maintenance staff are all friendly and intelligent. I think with the new organization of the staff, this place will be great again. But, wow, what a mess it was for a while.
