City Heights is now known as Essex House. We moved here from New York City in June and have been delighted with the staff and ambience of the building. The lobby has been remodeled. The new on-site manager is helpful and responsive, as are the other members of the staff. It's a friendly crowd. The garbage pickup problem has been solved; I worked with the manager, the city, and the garbage company and we stopped the pickups that were happening before 6 AM. Street bus noise is not as bad as some have suggested--and the advantage is that the buses are on 3rd Avenue or a block away. Very convient. Coming from NYC, I can tell you that this part of Portland has streets that are eerily quiet. Essex House rents have gone up in the past year, no question about it, but the apartments have also been renovated and there is virtually no sound through the walls. We think the rents are reasonable.

This post has to be written by the staff. The staff blow off any request to have the garbage pickup time changed and the pickup is still most definitely at 6 AM. The city is also completely unwilling to do anything. I agree, the buses aren't a huge deal, except in the summer when all the windows are open.

The garbage issue was that the trash guys were coming about 5AM and they now come after 6AM which is much better. The other option is to NOT have the trash picked up at all, which really is not an option, if you know what I mean.
