Clean - Good Management

The place is clean, grounds are well kept, great management, quick to evict trouble makers. That said I wouldn't quite give the place 100%:
Insulation is weak and noise is a problem. When I lived there I lived downstairs, the floors are wood and they creak, I could hear every footstep of my upstairs neighbors, could also easily hear TV's, stereo's, conversations and doors slamming.
The windows all appear to be new but they are just el-cheapo single paned glass and they are very drafty in the winter, you can feel the cold air literally blowing in, not great on your electric bill and you will definitely want to put up some plastic insulation on the inside, live downstairs and you're just heating your upstairs neighbors apartment.
Not a great location, Halsey & 162nd is OK but not so great towards Glisan or Burnside where the nearest MAX station is about a mile away, the sidewalks are littered with trash and being a woman, I did not feel safe making that trek after dark.
Summary: Get a top floor apartment and some earplugs, insulate your windows during winter, drive and don't walk in this neighborhood.
