Cold, noisy, moldy windows

Years at this apartment: 1999 - 2000
 
I was always cold in this apartment. The wall heating unit kept going off every 5 minutes. We spent more on heat in this apartment than we did in our 2000 square foot house. I literally went around with my coat and gloves on all the time. The windows were terrible, and we kept having a problem with mold growth around the windows. It started to smell bad. It was noisy as well, but aren't all apartments' The garage was filthy when we moved in, but we were responsible for cleaning it out when we moved out. The electrical outlets were cheap - our plugs never stayed in the wall.
