Please do not move here whatever you do. My Wife child and I have lived here for only a couple of months while renting out our 2,200 sq foot house in Eugene.
The office staff has been very rude and has not followed through with promises in which we even have in writing. We have had several problems with our first apartment here due to insect infestations and broken appliances and smells. SO they agreed in writing to move us to another Apartment that was not as broken up. They apologized for the problems and said they would start a new lease out fresh etc with nothing due which was all documented in writing. By the way they do not respond back in writing so beware.
They are now charging us for rents that have already been paid and are breaking several promises agreed to. We are even being charged for utilites that were never incurred nor billed regulary for.
The managers response was well I did not sign anything so you cannot prove our agreement, little does she know that by her actions from our written letters and under ORS 90.305 she verbally agreed (which is legaly binding under (ORS 90.305) to our letters and meetings. Thus why we are in a new apartment, they are now blaming us for everything.
I have already been in contact with the Oregon Tenant Landlord division and have been given instructions on what to do.
In addition both of the Apartments we have been in are so cold we need to run the cadet heaters almost 100% of the time in order to try and keep warm on top of bundeling up with sweaters etc. The heating bill is three times that of our 2,200 sq foot house.
We are outa here as soon as we findour new house in Portland!

Just because you have put something in writing does not mean the landlord has agreed to it. (Per ORS 91.254) It is winter so it is not uncommon to have to use your heater as well as wearing warm clothing. If you still have this problem in the summer let someone know.
