People just use this apt as a temp home while they look for something nice. Courtyard is overgrown and doesn't have a single chair. Diaper pails/trash in the hallways. Super restrictive on such things as personal belongings on balconies. Improper installation of AC units - looks very trashy from the street. Worst landscaping in the Pearl! I could go on and on - yes, it's a BOWEN property.
