Great location and responsive management From: ldbrown Date posted: 6/27/2006 Years at this apartment: 1999 - 2006   I'd have to agree with the previous reviewer. I've lived here since 1999, and I've been truly happy. My apartment is by no means perfect. This is not a newer building, and the imperfections are apparent (sloping floor, no elevator, bad insulation, with resultant high utilities in the winter), but my rent is cheap, cheap, cheap, and Capital Property Management has always been extremely responsive and professional when responding to my requests for service. They are the best. The Marcella has a "no noise" policy after 10:00 p.m., and that keeps the building free of chronically noisy tenants and/or tenants looking to party. Plus, being an older building, they have a strict "no smoking" policy anywhere in the building. My neighbors are very, very quiet.
