MOST UNPROFESSIONAL MANAGER IN TOWN!!!!!!! From: dezynmaster Date posted: 4/7/2005 Years at this apartment: 2004 - 2005   While dealing with JILL PICARD (the property manager)I've come to realize that she is against fair housing laws, shes been caught lieing on several occasions. JILL PICARD is also known for harassing her residents that she feels are below her, economicly! Last but not least, JILL PICARD has also proven, several different times to be discriminatory towards residents. WE GOT A REAL WINNER ON OUR HANDS! Not only has she treated the residents bad but also the employees. It seems that since she has showed up all the good employees have left with the exception of a few.
