I don't understand why Park Terrace has gotten so many bad reviews. I understand that its much more expensive than it was a year or two ago...but so is everywhere else! For the location and type of apartment I couldn't find anything cheaper and I searched all summer before moving into the Park Terrace apartments in September. Andrew and Kerri have been nothing but helpful and honest about the rising rental costs. When I almost couldn't move in Andrew was willing to change my move in date and let me choose the new unit I wanted. I think the disgruntled tenants that moved out will realize that to get anything cheaper you'll have to change location and lower your standards.

I'm one of those tenants who moved out. When I moved in, my rent was 690 a month for a one bedroom that hadn't been renovated since the 1980's (or earlier), plus 50 bucks for parking. As soon as Norris and Stevens took the place over, they began raising rents, adding in fees for utilities that when we moved in, were told were included in the rent, and Norris and Stevens obsessive desire to plaster cheesy signs all over the property. My rent, for an apartment with a barely functioning 1970's era stove and refrigerator, along with a beat up wood floor, was almost 1000 a month. I was stuck next door to a house full of college kids that would play bad music, loudly, until 3am, sell drugs, throw loud parties, destroy property (my car was actually vandalized by them, they took out a rear window and Norris and Stevens did nothing about it. I had to fork out the cost to fix that window while I was unemployed) for the whole 2.5 years I lived there. I moved down the street into a large 3 bedroom house with a nice yard in Lair Hill for only 350 bucks more per month. It wouldn't have been a big deal if Norris and Stevens had done something to improve my quality of life...my new landlord has had someone come out to take care of the grounds, replace my sink and dishwasher...but Norris and Stevens did NOTHING and charged almost 33% more. They were about to charge me more than a thousand a month for that lousy one bedroom and the tiny garage I had to upgrade to so my car wouldn't get vandalized again. And it's still a short walk to the Park Blocks, streetcar, downtown, whatever. And I have a fenced yard for my dog to play around in and I even have an option to buy this house. Good deals are everywhere as a result of the current market, but Park Terrace isn't one of them and that's Norris and Stevens fault. The original owner was far more attentive to the tenants needs.
The problem with Park Terrace isn't Kerri and Andrew. They're just the poor people stuck in the middle with a slumlord company like Norris and Stevens behind them. I have a lot of sympathy for them.

Before you feel sorry for Andrew and Carrie, know that they had the entire staff (excluding themselves) fired from the property in 2008 and evicted on the same day for no reason (this is actually documented in the Portland Mercury). They then hired family members to replace the staff they had fired. Those staff had lived and worked at Park Terrace for over 15 years.

Carrie and Andrew DID NOT have the staff fired. Norris and Stevens fired them.
