Noisy, dark, and no sound insulation between apartments

This place is a pit, constructed to meet affordable housing requirements for the city council, but not actually affordable if you meet the income limit requirements.
My friend's apartment had one window per floor, at the very end of the apartment. DARK!
The carpets were falling apart, and you could hear every party/tv show from next door.
