The biggest mistake of my life

Rock Creek 185 is by far the worst place to live in the Portland Metro Area. When we moved me when were blinded by how much space we got, which you couldn't find for this proce around here. We were so wrong.
The loft style townhouses are the worst ones of all the apartments in this community. The celings vault about 30 feet. Yeah, it sounds nice at first until you try to heat the place. Not only are the baseboard heaters extremely inefficient, but you can feel a draft coming through all the windows. And its not a little draft. You can feel it across the room. My husband ended up having to climb up on a ladder and put plastic over the windows just to keep the wind out. There was one point last winter when we could see our breath in our apartment, and that was with the heat on. When we asked the management to help us to seal the windows, they told us that they dont do that sort of thing. They also said that there maintenence staff don't have ladders. A few days later we say the maintenance guy up on a ladder in an apartment adjacent to us.
The management here is horrible. They don't care about their residents at all, and they make that very clear.
The exterior paint at these apartments has been here since they were built in the 60's or 70's. And yes, it has lead in it. Of course they didn't tell us this until we had reserved the apartment and put a deposit down on it. They also waited to tell us that the popcorn celings have asbestos in them.
The paint on the interior of the apartment is the most horrible and disgusting thing I have ever seen. In the bathrooms, some kind of yellow goo drips down that walls. It's absolutely disgusting. The walls look like they let a 3 year old paint them. There is overspray on everything, from the heaters, to the counter tops. There are chunks of what looks like mounds of dirt stuck in the paint on the walls. Where they touched things up, they didn't bother to retexture it and so the walls are basically half textured and half not. Its looks cheap and tacky.
We live in a one bedroom apartment, and our water and sewer bill has been up to 80 dollars some months. In the middle of winter our power bill spiked up to almost 300 dollars. And our apartment was still cold. The baseboard heaters dont even heat the place. We had to buy 3 space heaters to heat the whole apartment. Obvioulsy some heat loss is to be expected in a high vault like we have. But not all of heat. These apartments have the potential to be decent if they got new management that actually gave a damn about their residents, replace the single pan drafty windows with double paned sealed windows, replaced the old baseboard heaters with new ones, or with wall heat, hired new painters that knew how to paint right, and spent a little extra money to get some kind of laminate for the counter tops instead of spray on oil based paint that chips if you put a plate down on it.
You get exactly what you pay for. Beware of this place. Its horrible, and they will cheat you out of all of your deposit. Every review I have read on here was horrible. Except of course that they management wrote about how convenient and wonderful this complex is. Who are you kidding'
