Going Downhill Fast

This building is not very old (less than two years), but it is already becoming an unpleasant place to live. We have fire alarms at least once a month (always at night, it seems). Apparently the building now has a cockroach problem (although not in all apartments). It'll cost you a small fortune to heat in the winter, despite being "energy efficient" and "well-insulated." I personally think that's a load of garbage. In my two-bedroom corner apartment, our electric bill was over $120 in December, heating to 60 degrees. Your neighbors can't cook (the halls ALWAYS smell like burned food) or follow basic rules like keeping their doors shut, everyone smokes like a chimney so it always smells like cigarettes (and will blow into your apartment through the windows and under your door), and the management isn't very responsive to complaints. If something breaks, don't count on it getting fixed anytime soon -- the management company says they don't have money to fix anything (or to pay their staff to be nice, apparently). There is a parking garage, but you'll pay $106/month to park in it, and there are only about 12 spaces.
What's really the problem is that HAP built this beautiful building, which was nice to live in for a year. But they don't give the management company enough (or any) money to KEEP the place nice, so what WAS a nice place to live is rapidly degenerating.
