I have been a part time tenent (50% occupancy) for the past 2 years. I do have a lot to like about The Frank Estate and also some concerns.

The grounds are one of the nicest around. It has a part like setting. The 2 bedroon Apartment I rented was designed pretty well and most of the space was well utilized. The apartment included a washer and dryer of reasonable quality. Also included was a refrigerator, gargage disposal and fireplace. Heating is done entirely by electricity, and after a while the expense can be high. I used it very sparingly. After a year or so, I got a convenient covered carport.

Maintenance wise I only had issues with the kitchen light buring out, a slow drain upstairs (at the beginning of the lease and quickly remedied), and some carpet attachement issues. All repairs were handled quickly and without issues.

One of the biggest issues for me was the ice storm of Jan 04 and the very poor response by the management. Only after significant discussions did this get cleared.

Management wise, I am not sure there is much differenece with The Frank Estate as with any other upper scale location. I do think there is a higher turn over in the management than possible expected.

There is some long term captial improvements needed on the property (painting and wood rot repair). However, I think in this climate that this is expected.

Garbage is an issue. While the garbage mostly seemed to be overflowing, a lot of garbage was not recycled by the tenants and there always seemed to be a lot more garbage at the end of the month, probably from tenents moving out.

Parking is a significant problem here. Not sure why this is as it got worse with time, perhaps with more people with multiple cars. I did have a problem with people parking in my assigned carport and calls to the towing service were not effective.

Overall The Frank Estate is an upscale complex wiuth beautiful settings, good maintenance personnel, adequate management. Good move-in specials and reasonable lease renewal programs. Parking and longer term improvements need to be addressed. Close to many retail locations, grocery locations and freeways
