Ok, but not the greatest deal for the money...

We moved in summer of 2005 and got 6 weeks free rent with a year's lease. At the time, this was helpful, and the place looked nice.
Nearing the end of our lease, we still think the place looks nice, but maintenance staff, well, they don't seem too invested in keeping the place ship shape. They respond quickly to requests, but do not do a very good job on repairs many times. While not a handyman myself, I would do better on any issue referred to maintenance so far, and there have been many.
During the first six months of our lease, it got to where we felt like we would be labelled as complainers due to the number of maintenance requests we had to submit - and re-submit until the repairs were done correctly (one repair took around 6 requests to be done right).
Their maintenance call center is in Houston, so effectively conveying issues that get back to the staff onsite is a risky endeavor.
Overall, we would stay rather than move if we cannot afford a house, but would not steer folks to their property. I rated this place as average just because of the dearth of stellar apartments in Portland-Metro - in any city with a well rounded mix of apartment qualities, Frank Estate would get poorer ratings.
