You bring up some interesting rebuttals. Let me address them:

"Construction noise-you live downtown there is not a darn thing the staff can do about it."
Seven days a week of construction drastically affects the livability of the apartment, and hence its rating. Of course the staff is not responsible for that. The city of Portland's noise control office, which grants noise variances so that construction sites can work on weekends or late into the night, is the office to which I complained, not the apartment managers' office. Most downtown apartments are a lot quieter than this one.

"Packages- its not the staffs responsibility to leave a note for you its the responsibility of the delivery driver"
Good point. I did not know that..

"The gate- in the four years I have never experienced or heard of people not being able to get out of the garage. "
I have witnessed someone, her car at an exit gate that would not open, trying to figure out how to get her car out.

"The gate has broken a couple to times but the maintenance staff is on it when it happens."
Last fall the entrance gate to the second-floor garage got stuck partially open. It was several days before they pushed the gate open fully, and two weeks before they fixed it. Sometime in early December that same gate got stuck open again. As of late January it still has not been repaired. Maybe the gate-repair contractors are very busy this time of year, but I suspect that the owners are just pinching pennies.

True. Response time for fixing things inside the apartment has been fine. Response time for fixing things OUTSIDE the apartment has been slow.

"Good god they ----- about everything!"
Ah, would you prefer we all sit quiet as mice in our noisy, poorly-run and run-down apartment complex waiting for things to magically get better' Tell me, which wheel gets the grease' Squeak squeak!
