The VLF isn't the worst apartment building in the world and I'm of the opinion that some of the dissatisfaction listed here is a bit over the top. While it's true that the maintenance staff are generally a bit behind when it comes to getting things fixed, look at the tennants they have to clean up after. The VLF is home to way too many PSU students and the comparison to a dorm is pretty accurate.
My personal tenure at the VLF has been mixed. When things run smooth, they run really smooth, but all it takes is for one or two of our little college friends to get out of control and there's simply no way for the maintenance staff to keep up. Frankly I blame management. If these people were screened just a little better before given a set of keys there wouldn't be nearly as many problems as there are. It's a shame that such a nice place to live (in such a great location) is brought down by a very small handful of bad tennants - and let's face it, we know who they are and management does too - but no one does anything about it.
My recommendation, move on in if you don't mind the occasional loud evening, I can forgive a few of them here and there myself - but don't expect to feel like you're living in a retirement community, it's just not that quiet.
Oh yeah, and when you see the little white kids with the hip hop gear in the elevator, don't be afraid the elbow them in the jaw once or twice - call it 'preventative maintenance'.
