Good start, bad ending

When we first moved into West Hills Terrace in February of 2008, we had a great experience. The manager was quick to respond to any concerns or questions we had and any maintenence problems we had were dealt with in a timely and friendly manner.

Later that year a new management company (Princeton Property Management) took over but they kept the same manager and things still moved smoothly. Early in 2009 the old manager and her husband bought a house and moved out of the apartments. The new manager that moved in seemed nice at first but as time went on it was one ridiculous incident after another. About 2 weeks before changing units from a one bedroom to a two bedroom we had the chance to adopt a small breed dog and we let the manager know we would have the dog for just a couple of days to see if we would decide on adopting it, she said that was fine and we went on with our lives. When we decided to keep the dog a few days later we only had about one week before changing into the new unit. The manager then all the sudden told us we had to pay a $150 pet fee and a $150 pet deposit for the new unit which we expected. A few days later she then told us we had to pay another $150 pet fee and deposit for the unit that we were almost out of. The small dog was only there for about a week before we moved to the two bedroom and she could have easily waved that fee for us.

One day when our dog was barking a neighbor thought the dog was in distress and reported this to the apartment manager. The apartment manager made no contact with us or even tried to ask us if everything was okay and then within a couple days we were recieving calls from the Oregon Humane Society who confirmed that our Apartment management called to report that we were beating our dog. After speaking with the humane agent who came and visited us and found our dog in perfect phyisical and emotional health, he actually apologized to us for the misunderstanding and seemed a little annoyed about the bogus complaint he got.

When we changed apartments we left our old unit spotless. Carpets free of stains, walls clean, kitchen and bathroom were immaculate and it smelled great. WHen we moved into the two bedroom, the apartment carpet was covered with stains, excrement in the toilet, and a bathtub and sink that didn't drain at all.

The manager would always tell us one thing and then tell us something completely different a few days after.

Our second to last month in the apartment I turned the rent check in with plenty of time before it was due. I made the mistake of paying with a personal check when they would only accept a money order or cashiers check for my account. After I turned it in the manager had PLENTY of time to call me and remind me or walk by and but a note on my door to remind me I had to use a check or money order. SHe didn't make one effort to call me. She waited until the 5th after 9am (the due date of every month for rent) and then almost right as the time was up went and but my check back in an envelope on my door and a $75 late fee charged to my account. She went out of her way to not help us out and slab a fee on us.

THe pros were that it was a GREAT LOCATION, next to school's a public library and a grocery store, restaurants, and a farmer's market all within walking distance! For the most part we had nice neighbors and didn't have too many disturbances. WE just had the worst experience EVER with the manager.

SHe'd usually get back to us by phone or e-mail about a week after we'd contact her about something, no matter how urgent it was. Sometimes we'd have to call several times during office hours before she'd answer the phone or call us back. Also one month when we were out on a special family outing and hadn't been gone more than an hour and a half and she called and told us our dog had been barking non stop for the past three hours and it was annoying the neighbors. We hadn't even been out for more than an hour and a half! We came back quickly to check on our dog and we even parked far away and walked quietly to the parking lot and never heard our dog make a noise. We also asked our next door neighbor the next day if she was home the night before and heard our dog barking between those hours. She said she hadn't heard anything.

West Hills Terrace has the potential to be an all around great place. If you decide to move there I wish you the best luck and a lot of patients.!!!
