It ought to be illegal to maintain a property like this.

I do not know what to say beyond the simple fact that Wimbledon Square is a disaster. The slimy ways of the staff, the quality of the buildings and the people for who whatever combination of life's misfortunes are drawn here are among the worst imaginable.
I think that this place should be torn down, plain and simple. There is no way to fix it.

It is. If you check the Portland City website, and go to permits and violations/inspections, you'll find that their non-treatment of pests and non-repair of the infrastructure damage they cause has and is being investigated for code violations.
Incidentally, many reviews mention that they lie, which is very true, an artform to them. I met someone that worked there in a bar once, unknown to her, and she was bragging about the contests they have to string people along, judging the winner by who screws someone the worst. Anyway, you can to the two door philosophy problem with them and get a correct answer every time. Just ask a resident and ask them. It's the "one head always lies and the other head always tells the truth" riddle. It works, though, if you want to figure out what's going on, as they give you something consistent to work with; they lie just to lie. Literally, no possible material gain, they will still make something up just because it's fun.
