Very noisy

Years at this apartment: 2004 - 2005
I lived there for a year. At first it was OK, and the only thing that bothered me was having to wait every single day for the train to pass. Living there was convenient, as it's near downtown where I worked, you can walk anywhere, and it's close to the Waterfront, Max and busses. Tons of young guys living there were tolerable as well. That is until a couple of them moved into apartment directly below mine. At all hours of day and night I was forced to listen to their extremely loud rap, or rather the pounding bass of their stereo. It was literally shaking my walls. The cheaply constructed building has no substance to it, it's like your walls and floors are made of cardboard, hence no sound insulation, carpet being of no help.
So now my schedule was revolving around theirs. I had no choice but to wake up when they turned on the "music", which was often between an4d 8 am, and stay awake until they turned it off. When it happened during the day and I was home, I had to either blast my own music to cover up theirs, or leave and hope it'll be quiet when I return.
I left them notes asking them to keep it down, and filed complaints with the management a few times, and nothing was done. They were told to keep it quiet, and still wouldn't, and no action was taken against them. Finally I was tired of having headaches, not getting enough sleep, and not being able to live freely in a place I was paying for, constantly feeling like my space was invaded, and moved out.
Oh, and I wouldn't feel safe having a car while living there and parking on the street. Once I was coming home at about 11pm with a friend of mine, and we witnessed a few guys in black ski masks taking tires of some car. I'm assuming they weren't a group of saintly automechanics or car fairies, performing acts of random kindness and simply replacing someone's tires with new ones for a lovely surprise in the morning.
