We have lived at Brightwaters for over four years now and have been through two "flips" and thus three different management companies. The second company (who changed the complex's name to Brightwaters) did a lot of improvements and so the place looks at least cosmetically better. Although we like being close to the park and the neighborhood is nice, I wouldn't recommend renting here. Here's why:
All of the management seem to be pretty equally incompetent, no matter who has managed the place. Getting maintenance done is pretty much a joke and always has been. Maintenance and office staff are a revolving door of new people. When they hire outside contractors to do work (e.g. replacing carpet in the entryway), they do not let you know beforehand that the work will be done. Instead, you'll get a backdated note on your door while the contractors are working. This was particularly annoying when they hired painters fall of 2007 to do the decks. They wanted us to keep our stuff inside for the better part of a month. So I had a gas grill living in my living room. Fun times. Also when you call for a maintenance order or when you have a problem (e.g. the recylcing company hasn't come in ten days) they never know what is going on. They also like to shift the blame as though they have no control. The craftsmenship of the place (if it could be called such) is pretty crummy, but the rent has always been low. We live in one of the few units (I think) that hasn't been remodeled and so our rent has remained rather low, which is why we've stayed. It is pretty quiet in the unit we live in. Parking is a nightmare and people let their guests park here, so frequently you'll see people who don't live here take spots. I've also witnessed people from the (nicer) complex across the street park here in the front lot. The garbage situation is awful. It's disgusting and there aren't enough recycling bins. It's always overflowing.
