i lived at this apartment from summer of '04 to spring of '06. when i moved in the apartment was clean&& everything was new. our upstairs neighbor was a drunk&& her daughter was very....well... energetic. we heard them well, but we never heard a peep out of our downstairs neighbors&& our apartment was always comfortably warm in the winter because they often had the heater on. the biggest safety issue i noticed was they installed large speed bumps to prevent people from...well...speeding. &&at night i often tripped over them. i never had a problem with the managment...only the neighbors. we were lucky in ou placement, but many people in the next building did a lot of drugs&& were often noisy.
