Management VERY much improved, not a bad place.

I've been here over 3 years in the block referred to as Maricopa 1, where the manager's office and apartment are.
Since the previous reviewer wrote his review, Maricopa was under different management. That woman snapped after a couple years of her arrival and became totally unreasonable, making up her own rules outside of company policy (like no deck umbrellas allowed, no curtains showing from the outside, etc), and generally barking at everyone, or otherwise dishing out mock politeness. Most of the tennants were afraid of her, she literally ignored Maricopa 2 maintenance, and she allowed multiple families to move in who's applications had actually been denied due to bad credit. She also rarely kept the posted office hours, invariably closing an hour or two early everyday, even with an assistant available.
Harsch booted that manager out, and a SUPERB new manager, Sharon, has taken her place. She's really cleaning things up and cares about making this a nice place to live. The kids are still slightly unruly, but they've seriously improved by having different groups of kids rat on each other whenever they do something wrong. The bad credit tennants are gradually leaving, and the maintenance is much better, especially in Maricopa 2.
Overall the place is usually quiet. The Hispanic music is played only during reasonable hours and not all that often or in many apartments. The people are generally quite decent from what I've observed. Maintenance and cleanliness are excellent, including response times for maintenance issues. Staff is quite friendly all around.
The apartments themselves are pretty basic, but clean. Kitchens are small, so if you're not single, plan on buying a tall set of wooden shelves to use as a pantry.
Three of the buildings in Maricopa 1 have a stupendous view overlooking Tualatin Valley, although you have to put up with the office building across the way. You can see over it's roof, but their nighttime security lights are vision polluters, not properly directed or shielded. They'll shine right into your bedroom. I lived with it for 8 months before changing to a larger apartment, and actually I got pretty used to it, they're not blindingly bright.
The lots are at the edge of a residential area and a commercial area, all quite clean and safe and suburban. There's a bit of daytime road noise from the access street on the Maricopa 1 valley view side, and the highway on the back side of both Maricopa 1 and 2, but everything in between is quiet. Maricopa 1 is mostly open with a few tall trees, plus lots of nice hedges and decorative trees. Maricopa 2 is very wooded with lots of tall trees around it. Grounds are well-kept all around.
You do have to watch out for kids playing, because they're entirely brainless. I had a kid ride his bike right across my path the other day, and would be dead now but for my watchfulness. And some of the drivers don't take proper caution heading around the tight corners. The refrigerators they use all have a freezing spot in the center rear of the fridge, 1st and 2nd shelves. Other than that, no other significant bad points.
One warning point... Harsch is selling the property, but we don't know to whom yet. They say nothing will change significantly for the tennants, and the current manager has been begged to stay on, so that's a positive thing.
