Cheap rent, but not a pleasant place

OK, first the positive. The rent is cheap and the apartments are large and fairly comfortable. The people in the office are genuinely nice and the location is very centralized. However--our downstairs neighbors are VERY loud, and they leave their stuff all over the place, in the walkways. It is trashed, and the managers can't or won't do anything. This is not a problem confined solely to our apartment either, as I see it all over the complex. Parking is poor if you have more than one car, and people are constantly parking in our assigned space. The laundry rooms are always dirty and smell like cigarette smoke, and people have removed my clothes from the washer or dryer on multiple occasions. The pet deposit is $400, all refundable, but who has an extra $400 lying around' My cat is declawed and very clean, so she can't possibly cause any damage. It's really kind of ridiculous. If finances are an issue than the cheap rent will probably override all these considerations, but if you can afford a better apartment, do so.
