Not as great as I expected...

This isn't a bad place at all, and I would still recommend it to my friends. However, there are some things I haven't been too happy with.
First the good:
The apartment is clean, with all new appliances and carpet, though the carpet isn't the highest quality. There is plenty of storage and room to live. The bathroom could use a face lift, but no mechanical problems so far.
Parking is decent, we can usually find a place for our 3 vehicles in front of our building.
We cannot hear our neighbors, and they have all been very nice. It seems that many of the residents are younger 20s-40s, so that has been pleasant.
We haven't had too many problems with maintenance, except that they entered the apartment once when we had a note on the door telling them not to come in.
Now for the bad:
A few weeks ago, my boyfriend's car got broken into right in the parking lot in front of the building. Management had never heard of this happening before... But the parking lots are not well lit as to deter this behavior.
Also, the last couple of months, the high winds have been blowing shingles off of the roofs of the buildings. These shingles have been hitting cars in the parking lots and doing damage to the paint. I know of at least 3 cars in front of our building that have been hit with shingles. It seems as though management has done nothing about this other than picking up the fallen shingles every day.
Other than those two major things, the experience has been nice. There is no DSL service here, and you cannot have a satellite dish without renter's insurance. However, management has just changed, so who knows what will change. I know rent will be jumping up soon, so I will probably not live here once my lease is up.

I'm relocating to PA and I just filled and paid the fees to rent an apartment here. Reading all the reviews, I'm terrified. How can management ignore cars being broken into and also apartments and do nothing about it? Have these tenants reported this to the police? Their car insurance? Do the new owners of the complex know about this? Is there any clause in the lease that cover these things?
