I read several messages here and I guess it is all a matter of perspective and experience. I never had a problem in the almost 3 years at Riverbend. At least not until recently. The quality of the complex has gone down in the last year. Not just in the tenants, but in the office attitude as well. In my experience the only real nice person in the office is Julie.

The bottom line with Riverbend is.....there is no rent control in PA. Emess management is taking advantage of this and increasing tenant's rents $30-40 with each lease renewal. They offer nothing to offset these increases . The tenant pays water, sewer and all utilities. The windows are so old the cold wind howls through them in the winter to cause $200 electric bills in any given month. I was told that they will not be replacing the windows. They have the pool at the complex which closed more times this past summer because they hired young lifeguard privatley instead of going through a lifeguard company. Riverbend tenants were at the mercy of the lifeguards as to whether they could swim on some of the hottest days this year.

This was a nice community and to some degree still is. I personally do not feel it is worth the unjustified increases. There is a large turnover rate in the complex. Some who do not renew their lease, some broke their lease and some still....are skipping out on paying the high rent. Hence, why you can find a moving truck or two every couple of day going down the drive.

Personally speaking, I believe that there are just as many nice communities in the surrounding area that offer the same extras. That will also pay for heat and hot water. Riverbend has served it's purpose for me, now it is time to move on. Based on the extreme rent increases I would not recommend renting unless you can afford it.

I agree. A rent increase of $60.00 per month is not acceptable. The staff here is lazy. The office never opens on time and it usually always closes early. This makes it impossible for anyone with a job to go into the office during the week. Saturdays are not much better because they only open when they feel like it. The new staff are incompetent and don't have a clue about how to do their jobs effectively. The light outside my apartment was out for nine months before maintenance installed a new light bulb. I would advise anyone searching for an apartment to keep looking. You can do a lot better than Riverbend.
