I have been living in concord court apts for about 4 yrs and all i can say is what a dump... i can not ever get a shower without the water going from ice cold to boiling hot during normal conditions. not to mention the water bill has been as expensive as $300 a month... the floors squeak so bad you WILL wake anyone up that is sleeping. there are squerels in the attic which were brought to managements attention. all the doors are falling appart. the management seems to allow young kids to live here and they seem to destry the appts and make noise during all hours of the night. the unit does not have central air. it has window units which run up the electric bill in the summer months up to $200 .. when the wind blows the front door makes noise from the wind blowing through the 50 year old weatherstripping.

I am Pastor William Barhorst, the one that formed the Tenants Association here to protect the tenants from the previous owners, and now the new oweners wrongful actions and not doing the repairs properly. When they came to see my apartment at my request, they said they were not going to fix a thing, and they would evict me. Well it has been several years now and I appealed it several times and again in Jan 2009. I am doing this for the tenants, past, present and future. I am going to appeal this all the way to the Supreme Court so a precedent is set. We did form a tenants association here and are now working to file a class action suit against the present landlord, and against the former landlord, and a few others I can't mention here forewarning the landlord, but when they get the filed law suits they will be shocked trust me. I have all the laws that state what these landlords are doing here is against the law and I will see to it that the laws are upheld to protect the tenants. When some tenants got sick of all the garbage here and moved out, they got notices of the landlord keeping their security deposits and also added other fees for damaged items like a dishwasher which was never in the apartment, so how can they say the tenant damaged it or fine them for it? I have proof of this and many others that moved out. These landlords here and the management company are nothing but scam artists hiding behind the ability to threaten tenants that can't go to court because they like most can not take off work because of the economy, so the landlord wins! I am sick and tired of it, tenants call me all the time with these complaints and I tell them to come to the tenant meetings and I will stop these wrong actions, stop the illegal billing, stop the late fees when tenants have proof they paid their rents and heat and hot water bills on time. The heat and hot water bills are way in left field and are not metered which is illegal. I am taking these law suites all the way to the SUpreme Court through the appeal process. Even if I win I will appeal it which I have done thus far. When the owners get the law suites that the Tenants Association files shortly they will fall off their office chairs. All because they won't fix things here properly and because of all the illegal stuff that they do, all will be revealed, and the media is waiting for the rest of my information. These landlords are ruing everyones lives in every aspect and I am going to prove this. I will stop at nothing to reveal all this short of the Rapture. I already have all the law suites typed up, I just have to file them. I have been working on this to protect the tenants since 2005. I had nothing to gain from it because my heat and hot water was included in my original lease. I was doing it for the tenants here. When all the tenants here realize by coming to the meetings, I am here to protect them and their rights. They find out to late when they decide to move out and get stuck with not getting their security deposits back and fined for everything imaginable! Then it's to late and the landlord knows this. But I have a defence for the tenants and a way they can prevent this from happening to them. By the way, the former manager is no longer manager at Concord Court! Best thing Me Halfpenny did! But he should remove her from all management, from Valley Brook apts in Aston and Arrowhead also in Aston. This will be done shortly! Before anyone rents from any property that Halfpenny ownes or GPX, talk to as many tenants as you can at the site, in any apartment to get a feel as to how the tenants feel about management in every aspect. That is the only way to be sure how tenants are treated and if repairs are done right and promptly. The owner told the newspapers back in June of 2008 that my door and door jamb would be replaced. It is now March 4th 2009 and it still is not done! How is that for proof! The new windows here are junk! They allow drafting and those stink bugs in our apartments when closed all the way! You can't get any fans to fit in the latteral front windows either! Once I file all the law suits I will post the information here as to what each one is for and why. But can't now because the owners do look at this site and they would be forwarned. Like knowing the stratagy of a opposing football teams entire play book! Do not reant here! Seek to come to tenant meetings, as your neighbor if you do not know how to contact me. I would put the information here, but if you look at my previous p[osts, Apartment Ratings edit stuff that I put on here. That to me is unfare if we represent to help people make a wise decission when seeking an apartment to live in and they edit what we tenants have to say, even our contact information.
