Don't walk, RUN!!!!!!!!!!!!!!!!

This place looks well maintained and like a good value for the amenities and location, but looks can be deceiving. I am normally a friendly and nonconfrontational person, but the problems I had at this place are endless and started from day one. First, I should have known from my couple of visits before I actually rented from the place when the office staff appeared uninterested, cold, and unfriendly that I was destined for problems. However, when my first choice in apts wasn't available, I thought "When am I ever going to need to interact with the office staff'" So, I rented there and now have to move again. The appliances and central air are old and inefficient. My electric bill for a 807 sq ft one bedroom apt ran $185 one month over the summer. When management finally addressed the problem after ignoring my request many times to take a look at the air unit, they came and flipped the air down to 58 degrees and reported back to the central office that my bill was high because I kept it on 58 degrees. It got to a point over the winter that I did without heat alot of the time just to keep my bill down. The W/D vent out into the bathroom and don?t duct to the outside. It will take 90 minutes to dry a load of clothes. This also causes mold and condensation spots, for which you have to sign an addendum to the lease assuming responsibility. Be prepared to buy floor and table lamps as the apartments provide little overhead lighting. I have two in the bedroom and four in the living room and still don?t get enough light. About the fitness center, it is adjacent to the management office, and management keeps the building hot. It is often between 76 and 78 degrees. The A/C can?t keep up with the demand in the summer, and the management turns the compressor off in the winter. The lights installed in the recessed ceiling fixtures are bathroom heat lamps. Residents will unwittingly do things to make it hot in there such as opening the door letting all the hot air flow in from the hallway. I also had some psycho feminist tenant file an absolutely ridiculous and bogus complaint with the office saying that I was making "obscene, offense, and vulgar" noises while running on the treadmill and that she didn?t feel comfortable working out in the room when I was there. Would you believe that management actually brought this to my attention, even called me at work about it, and they weren?t the least bit tactful! If this doesn?t make you realize that apparently $759 isn?t enough rent to weed out the trash, just cruise around and check out the Section 8 looking women, fat and wearing thin t-shirts, sitting on their steps smoking with their kids running around. I also had a next door neighbor who was an incessant smoker and always smoked outside in front of my door. He was really nasty with his smoking habit too; the mulch and cracks in the sidewalks were littered with well over 200 cigarette butts when they moved out this month. Very embarassing and disgusting. Another neighbor also told me she was disgusted by it. After the fitness center complaint and some maintenance request not getting addressed, I wrote the corporate office. First time, I got no response. I finally got a response the second time around, but I was given no apologies and told "Let?s move on!" I threatened to deduct from rent for the use of the fitness facility and the high electric bill but realized after reading my lease that I had pretty much signed all of my rights away including making deductions from rent. I found that it was more financially feasible to bite my lip, finish out the lease, and use the fitness facility later at night when there is no management or residents there. I have also found out through several people that Toll Brothers has a bad reputation for public relations. I strongly recommend that you do not rent here. Interestingly enough, the complex manager, who had started around the time I signed my lease, got fired (she was here maybe seven months). The assistant manger got bumped up to manager, and she is alot more pleasant than she used to be. This suggests to me that part of the problem may have been due to the old manager. I will say two good things about the place (and they are the only good things): it is quiet, and the construction is solid. I have never heard my neighbors, and one has a newborn. However, of the 12 months I?ve been here, I?ve had to live here against my will for 10 of those months or otherwise get penalized for breaking a lease. There?s nothing like being forced to live in a place that doesn?t feel like a home and where you do not feel welcome. Even if they had let me out of my lease, I had just shelled out $1250 to movers to move me here from Baltimore. It's not as if I could afford to move again right way, and I had to spend the past 12 months saving up to be able to afford to pay movers to move me again. The attitudes of the management and residents epitomize typical blue-collar mentality; they always look or create in their mind that something is wrong, and they always have to have something going on. I think the case with me is that they had too much time on their hands, were looking for a target, and I just happened to be it. UPDATE 6/4/04: I rented a rug doctor to clean the carpets as specified in the lease upon move-out, which is totally absurd in it?s own right anyway. They actually requested a receipt to prove that the carpets were shampooed. I was informed when I turned my keys in that the carpets had to be cleaned by a professional; doing it yourself was not sufficient. As a result, they deducted the cost of cleaning from my deposit, but the carpets were clean. Seems like a mere technicality to me and an excuse to try to keep as much of the deposit as they possibly can. Additionally, it would have been nice if they had clarified this in advance. It?s not as if cleaning does a lot of good anyway; the carpet is cheap, and my vacuum cleaner, as well as the rug doctor, regularly (and literally) filled almost completely up with carpet fiber. Also, I brought a friend with me as a witness to do the walk-through when I turned my keys in. The assistant manager declined doing the walk-through saying that she hasn?t been there long enough and didn?t know what to look for. She also didn?t have me sign off on anything saying that I turned my keys in. Beware!!! I?m so glad to be rid of this place!
