Beware You Pay for your Neighbors Electric as well

I found out from sourse that everyone shares electric bills they go across the board and chare everyone high bills, i was out of town for a month and turned every breaker off and still my electric bill was over 100.00 has is that possible cause Korman is biggest slum lord with a fancy name.
I now live in another coplex not Kormans and have two bedrooms with Ac going for first few months and all other electric and my highest bill was $57.95 compared to Kormans $140.00
