Noisy location and Nasty Management

Years at this apartment: 2001 - 2002
I lived here for 1 year wishing it was only 3 months.
Although very well located (close to all major roads in NE Philly) is too noisy as it's next to Street Rd.
It's too expensive for what you get: everything is old and you better be in the 2nd floor otherwise the renters upstairs will not let you sleep because of the floor noise.
The electric bill is outrageus: average $150 for 1 person who barely uses the washer/dryer, cooks only for dinner and turns of the heat/AC every day.
The worst: the people who work there thinks you're a yuppi capable of expending hundreds of dolars and smile to them for the very crappy appartment you get.
Bottom line: don't go for it!
