Me and my husband lived at Salem Harbour for 3 years (until November 2003 when we moved to a different State). Although there were some problems such as slowness in fixing the AC (they won't fix it over a weekend unless you have a medical emergency regardless of how high the temperature gets, which is very hot on the top floor), overall I would say the maintenance is good and the apartments are clean, large and bright, reasonably sound-proofed, and with a good amount of walk-in closet space. I only knew of one person having their apartment broken into; she had an apartment in the same block as the leasing office so it was easier for strangers to case the joint without arousing suspicion.
We lived near the main road and didn't hear too much noise (you can hear the traffic from the railway and also I-95 sometimes but it isn't very loud). The apartment complex has a nice pool, golf course, tennis courts, club house and beautiful river views. Also, there is a path in a large loop which is lined with beautiful trees and plants. There's also a mariner if you own a boat. The club house has lots of events for people of all ages and film nights; they used to rent it out for parties - unfortunately they don't do this anymore, as we discovered when we wanted to book it for a Christening. The exercise room is ok -it's not as bad as some reviews claim.
One thing I would warn anyone about before renting though, is that the shuttle bus to the railway station only runs at limited times and the bus driver often doesn't show up. This isn't a problem in the summer but in the winter, the bridge just outside of Salem Harbour has ice on it and the City of Philadelphia doesn't bother to come out and clear it or put salt down. If you're old or medically fragile this can pose a problem; I had to walk over the bridge one day through very treacherous ice when I was five months pregnant because I missed the shuttle bus.
Nevertheless, I enjoyed living at Salem Harbour and feel that the benefits far outweigh any drawbacks.
