Old sound-proofless building with terrible AC and hot water

The apartment is basically sound proofless. Your follow tenents talking, your hear. The old ACs in the complex are grossly unrated. Therefore during the summer, they are consistantly on while it's still hot inside!!! Pay over $150 electricity bill for that'! The hot water is wired to PECO timer so you don't have hot water several hours a day. What a bummer.
Parking is a hassle and trash cans are almost constantly overflow with garbadge.
Some renters here have questionable characters. They steal packages!
The management and maintanance are nice though so I'm lucky here. Unfortunately, the apartment complex, built in 60s, needs multi-million dollar overhaul to make it livable. I doubt the rent company will spent the kind of money.
