If the management has not changed, you need not only to be concerned about maintenance and courtesy, but about your safety.
When my sister went missing there in June, 2000, the management ignored a neighbor's alarming phone calls for at least 3 days, when she was found dead. Although management claimed they had checked after the first phone call, the neighbor insisted they had not. There is no evidence that they did so, and very clear probability that they did not. If they did not speak to her, and the neighbor was so worried, why didn't they find it out at that time'
