Apt is okay, management sucks

I have lived a year.
apartment is okay.
Management is really sucks.
They couldn't even fix a toilet.
They are having trouble of calculating heat services.
Even if you are not in an apartment for a month, you still have to pay for heat.
How ridiculous is that'''
And they thought that was fair.
That is how they thinks...
Go figure..
