Maintenance guy is a criminal

Years at this apartment: 2002 - 2004
 
We lived in this apt for 2.5 years. There is a tall dark maintenance guy. He used to come in and harass us. Sometimes he said bull----- about white-black racism in apartments. One white lady in office had illicit relations with him, so they did not do anything about it. Finally reported the issue to Police.
