With all due respect to those that have posted here previously, I don't think most people, whether their reviews are positive or negative, are giving an accurate account. The negative reviews are generally too hostile, and the positive reviews far too glowing to be taken seriously. However, I realize that everyone's experience and past history with apartment complexes is different, so people are bound to give differing opinions. To that end, I would like to give my own opinion, and I promise that I am being as objective as I possibly can and just want to relate the facts as I see them. My conclusion is that if you are looking to rent in the area, you should avoid Governor Sproul.
I have observed a marked decline in the quality of tenants that have moved in over the past few years. This has led to a noticeable increase in noise and a decrease in safety. This is unacceptable and the office needs to do a better job at vetting new tenants.
The parking system that was set up last year resulted in my car being wrongfully towed from the lot, despite having the aticker that was required. When I inquired about this with the office, they claimed they had no idea why my car was towed and I was forced to deal with the towing company (and you can imagine how costly that was).
This leads to what I see as another signidicant failing at Governor Sproul: the competence and courtesy of the staff. At least three times over the past 2 years they have lost my rent checks (paid on time), and are not good about providing adequate notice when they have lost them. They were also extremely rude and just plain mean when I tried to get my old deposit back not long ago when I switched apartments within the complex. They accused me of not paying my new deposit (which I had), and refused to even check my file when I explained that I had paid it. Eventually, it got sorted out and received my old deposit, but it toom about a month, and I was treated very rudely and as if I had done something wrong, when it was the office that misplaced my new deposit and performed incompetently. This is unacceptable.
Finally, and this has nothing to do with the staff, the apartments are old and generally in very poor shape. Heating/cooling will cost you a small fortune because of this, and appliances, doors, etc. will frequently break. Maintenance seems overburdened trying to keep up, and sometimes may never respond at all to your requests (although I feel that they do try hard, but there is only so much they can do). Additionally, please be aware that the landlord is an out-of-state company, which is NEVER a good situation for a tenant.
Avoid Governor Sproul Apartments.

There probably isn't any arrangement with the Court or anything like that, but PA just doesn't have strong laws in favor of tenants' rights. Believe me, you can bet that Viking is aware of this and therefore has their lawyers draft the leases to exploit that fact to its maximum extent. In short, management isn;t willing to work with the tenants when they do something wrong because they legally don't have to. I personally feel that says something very bad about their character, and I definitely will not recommend the place to any of my friends in the area until Governor Sproul either changes the terms of the lease or becomes more willing to work with the tenants.

I totally agree with the shape of these apartments. They are so old and they don't bring them up to date. There is trash all over the grounds, especially near the Donaldson, Cameron buildings driveway areas. I have had MICE, YES MICE! about a month ago. Haven't seen any since (knock on wood) All these years living here and never had ONE! I am in the process of moving (THANK GOD) I feel sorry who ever moves into my unit. They have no idea what they are in for. They show you a sample apartment that looks WONDERFUL. then you get in your unit and its nothing like the sample. You pay 900 a month for a 2 bedroom and its SOO not worth it. Stay away from Gov Sproul!
