I lived here for a year while I was in law school at Dickinson. The rent is a little higher than what you might find elsewhere - 580 for a one bedroom in 2006, and management generally increases it every year. On the plus side, once you have lived in the building for a year, Management gives you the option of going month-to-month, which was good for me as I needed a place for the summer to study for the bar exam.
The buildings are getting old, and beginning to show it. "Settling" noises throughout. But they do a pretty good job of keeping them presentable. Freshly painted, recently new carpeting (wall to wall), and even the appliances looked to be recently replaced (gas stove). Air conditioning in every apartment. Heating, trash removal, and water are included in the rent. You have to pick up electricity, which is not bad, even during the summer when you'll likely be running the air all the time, likely about $60-70 for a one bedroom. In the year I lived there, there were never any problems maintenance-wise.
Parking is decent - you don't get your own space but I never had trouble finding a space. Definitely lock up though - there are some sketchy people around. Personally I always felt safe in my apartment, though it might have been because of the apartment I had - neighbors were very quiet, mostly retirees. Looking down the street, there was a much more "unsavory" element (Yes, this is definitely the carlisle ghetto) that I thankfully did not have to live around.
Overall, for a law student I found this place acceptable. Not great, but good for a year or two until moving on to better digs
