Decent for the price, but not what it used to be

My family and I have lived here in Whitpain Hills for several years. It's a nice community and caters to families and those with pets, which is nice because it's hard to find that today. There are two sections, although the entire location is considered Whitpain Hills East Townhomes. There are the rentals (Bldgs 21, 22, 23, 24,25 and 26) and then those that are privately owned. All are located far back from Rt 73, which is nice for the kids to be able to ride bikes and walk the family pet. However, there are a bunch of knuckleheads who live in the complex who think it's O.K. to drive 50 mph around a curve (hence the speedbumps that a cracked).
The noise levels are pretty good compared to other complexes we had visited. The one unfortunate part is that the walls are not properly insulated or have any kind of noise barrier which makes it easy to hear your neighbors above/below or the the side of you. We've gotten a few complaints from neighbors regarding our kids sometimes but you try to be conscious of the noise. There are times you can hear a conversation in the apartment next to you or their dog/animal and/or tv and stereo.
The reason for the low scores on
-parking - parking has become an issue over the last few years. The management just issued parking stickers for residents and non-residents have to park in the visitors lot. They haven't put up signs yet and many people are't holding their breath. In October they promised to have several abandoned cars towed. Nearly 6 months later the cars and vehicles are still in the lots taking up necessary space. When you take care of an issue, it'll continue to build up.
-grounds - they are trying to take care of some much needed upkeep but have chose to do it in the most cost efficient way possible which means sloppy and shoddy work. Their concrete people were out at 7am the past two weeks giving the residents absolutely no notice of what was going on. The management also changed their phone number with no notice of that so I guess we shouldn't be surprised at the 7am drilling wake-up call' Some residents do a nice job of maintaining small gardens or flowers in the spring, but other have garbage piled up on their patios.
-safety - the area by the pool is unlit and at night, it becomes very dangerous to walk around there with cars coming around the bend. Pet-walk areas are not well-lit and are dangerous because of broken bottles, shards of metal and other problems. Landscapers do everything half-ass.
-construction - lots of air leaks and air pockets in the dry wall, very old appliances (probably since the start of the townhomes), but lots of closet space. The owned townhomes do have ample storage with basements, where the rented homes do not. Not enough in the way of sound barriers, but decent enough that the ceilings don't fall out. Bathrooms are on the smaller size. Would prefer slightly smaller closets to make up for the lack of space in the bathroom.
-maitenance - the maitenance guy Lenny is great. He's always personable and when needed in a pinch, he does his work and then some. He's definitely overworked and the management should know this. Sadly, he gets far more complaints than he should need to, but that's the problem of management.
-management - if you are searching for a leasing office, don't be surprised not to find one. They did away with it last summer leaving only a note to residents that they would be establishing one elsewhere. 8 months later and no office. We've come to find some of our neighbors have had their checks returned and charged a late fee and of course, no face to face contact means who knows if they are addressing issues important to the community. I don't like not having an office or an emergency number. Their phone number now points you to Ridgewood Communities which is an active adult location - that is not what Whitpain Hills is so don't get confused.
We expect to live here another 4 years unless they raise the rents to ungodly prices. Most of the single apartments are between $850-900 but now that the DiSanto family has sold off these rentals to other family members, who knows what that will do to those of us who have been here several years. They could raise the prices or gouge us in other costs. From what I understand from tenants trying to move out, good luck getting the office to return your phone calls. Some family members live in the apartments so I guess banging on a door or 2 just might get someone to call you back.
