i am living at wallingford estates for the last 5 years and it very comfortable place to live, management is very nice and friendly, i have lived at other complexs in chester before and i stick to this, neighbors are friendly,and its a safe clean environment, most neighbors i know have lived here since i am moved. You must work for the owners, as nothing you stated bears any resemblance to the place... many neighbors are unfriendly, and the "scum of the earth." The place, even though cleaned about once a week was never clean, because of people who did and didn't live there. It is far from safe, as armed drug dealers frequent the place, and there were several shootings for the time I was there. More than 20 incidents! The manager was dishonest, and actually employed a crooked cop to shut-up wronged tenants. Trash always overflowed the bins, and unless you like superbass at all hours (literally), then sleep was even sometimes hard to get. I certainly don't see this changing in a severe economic decline...
