Everything negative said here is true:

1)ELECTRICITY: Dont be fooled by "low" rent. They sock it to you by socking you with a HUGE electricity bill. The monthly bill you will pay is ASTOUNDING. I moved into Norwood house during the winter months last year and weas assured that the bills would be no more than 100 dollars. The first month I assumed that they had been honest and decided to actually use my heat. At the end of my first month I was greeted with a 170 dollar electric bill. Needless to say for the rest of the winter it was double layered sweatshirts and sweatpants, with the heat turned to 60. For this pleasure I did manage to keep my bill to barely under 100 dollars.
In the summer I sweltered at night and never once turned the AC on. I NEVER manged to get below a 60 dollar bill, and mind you I am NEVER home to even use the electricity. I dont know what IM paying for, but it certainly isn't me. I cant wait to freeze again all winter and pay 100 dollars a month for the priveledge of hot water.

2) POOR MAINTENANCE. I had several problems when i moved in, one of them being the phone jacks that had been completely painted over when the last tenant moved out, and as a result were completely inoperable. I tried for months to get them to fix this and finally just broke down and bought my own. I should have charged them for it, but Im sure they would have screwed me some other way.

3) MOLD. Everything you read about mold here is absolutely correct. The bathroom absolutely FILLS with it and the walls and tubs require EXTENSIVE scrubbing twice a month just so they dont look black. DISGUSTING. I didn't even think to complain about this as other posters have done due to their complete lack of replacing a simple phone jack.

4) INSECTS. The place is absolutely SWIMMING in silverfish...at least in my building. The absolute most disgusting insect known to apartment dwellers save the cockroach and yet Im fast becoming their best friend and neighbor due to our neverending proxmity to one another. Think the management does anything about it' Guess again

5) LAUNDRY. Recently the laundry room in my building started smelling of raw feces. It got so bad that the tenants in the basement were forced to stuff towels behind their doors to try and block out the odor. As a result, I had to take my laundry to a laundromat in order to wash it. I cant even imagine where the smell came from, but Im scared to return to the laundry room to find out.

TENANTS: Some of the people that move in here are absolutely awful. I had neighbors that were either drug dealers or just plain didn't ever work, as they were up for days on end raising the roof with their partying antics. I always half expected to get mugged every time I came home from work, but luckily these people must have gotten wise and never paid the rent, as they finally got evicted.

Moral of the story. The absolutely only WORSE place you can live in this area is the william henry apartments in Malvern. Other than that dump, this place is the triple crown winner of slum living.
