Here is the deal. Im going to be 100% honest. I have had a HORRIBLE experience here. The element that makes these apartments complexes appealing is the low rent. Its logical to think that the conditions are not the greatest but you will save some cash and make the best of it. Im sorry to say that even the most optimistic person will not be able to do that in these living conditions. Its not the physical environment that makes Norwood unlivable. It is the dishonesty, theft and scamming that takes place from Norwood Management. Its very frustrating when you are having problems- all which are listed are completely accurate: ceiling leaks, bug infestation, electric bills ranging from $40 -$300 with no rhyme or reason as to why. Tenants write their electrical bill payment out to Norwood House Apartments and the bill that is received by the tenant monthly isnt real and is not from PECO. They really will charge you whatever they feel like. To make matters even more frustrating. When a electric bill is complained about they send workers into your apartment to check your hot water heater- when in fact they are stealing your things right out of your apartment!!! If for some reason you HAVE to live here. NEVER EVER give management permission to come into your apartment if your not there, whatever the circumstances may be!!!!
