Whether you find this an acceptable complex really depends on your personal situation. It is fine for youngsters who are starting out, or lower income couples or families - it is definitely not the worst place I have ever lived in or seen! If you make good money & spend more time at home, you may want to look elsewhere.
Likewise, the problems I've had have been more with the neighbors than with the complex itself. The apartment was clean, newly painted and bug free when we moved in. It was reasonably quiet to begin with, but noisy neighbors moved in downstairs, and then had the nerve to complain about my son coughing.
Yes, the hallways smell, and the washer/dryers break down sometimes, but overall I think they do an ok job, given the size of the complex.
The electric is a different story, and I really disagree with the way that they do it here. It is definitely a lot higher than I have paid in the same area, for a similar size apartment. If we paid directly to Peco, people would also have more options for setting up payment plans, and getting subsidies that are available. I'm not sure that what they are doing is completely legal for those reasons, but don't care enough to do more than ----- about it here.
