As a current co-tenant here, I gotta say that I have seen much worse from other landlords. This complex has a horrible reputation and to be honest, some of it is justified. However, it's nowhere near as bad as this one place my dad and I rented in Florida...
Gas and Water are included in rent. If you know Erie and how cold it gets, you know free gas is very much a positive. The apartments are spacious and in someways things aren't OK upon arrival like a drawer in the kitchen was completely broken and unable to be used. In our bathroom, I had to tighten the screw on the showerhead to make it work... No one has asked for it repaired, because we dont really need either and I fixed the shower myself.
I myself have seen people come in to my complex to renovate (clean' IDK) apartments after someone has left. Whether they do a good or bad job isnt of my knowledge, but I have seen it happen. Grenada also has someone come around 7am to clear the carpeted pathways to the buildings. Everything is carpeted, so of course you face some odors... Especially when snow gets tracked in and melts on the carpet. Cats and Dogs are allowed... Dont know if fees are added, however...
Parking can be tricky, especially if tenants have visitors... There's no designated parking, so two people visiting me could pretty much mean you have to park on the other side of Jodie Lane or even on the side of the building...
We have very noisy neighbors above us. At noon time today, they were blasting Usher's "You Make me Wanna" and "Nice and Slow". I've also heard the tenants above us having loud sex before.
It has positives and negatives. There are much worse places to live that I know of... Especially with your ex-girlfriend! lol
From what I know of management, they are quite friendly and are trying to rebuild their very terrible reputation within Erie.

Doesn't seem like it to me... I have parked all throughout the front of my building.
If it is all electric and there's no gas bill... It's 85 a month with me between 3 people, which isnt bad in the slightest.
And if it's so bad... Move out now and get another place and keep paying for that apartment until you leave. I'd also suggest calling Millcreek/Erie Housing Authority if it's truly as bad as you say. Or look to the link below.
