I have lived in Lovell Place since August 2006 and unfortunately I have to move because I found a job in DC. I wish I could take this apartment complex and its management staff with me!
Let's start with the apartments. In Erie, modernity is hard to come by, but Lovell Place is truly modern living. The building was renovated and turned what used to be an old factory into wonderful apartments. The ceilings on the first floor are amazingly high and include track lighting. I love the wooden ceilings and the exposed HVAC. It's amounts to an apartment comparable to a flat in a major city. I live in Phase II, and when I first moved in everything was completely clean. I have never had a problem with any of the appliances in the kitchen, and maintenance problems are fixed promptly. The maintenance staff is absolutely wonderful and it will be worth your while getting to know them on a friendly basis.
The management staff at this building is simply amazing. Chuck, Brenda and Deanna are so knowledgeable and really want to help you in any way they can. I know there are reviews on here that speak poorly about the previous management company, but they have nothing to do with the current company Altair Management. Since I have been here, they constantly make improvements on the building. They recently replaced the regular key locks with high tech key fobs. The key fobs work nicely because you can get into the building quickly during the horrible winter months.
There is one con to the building, but I don't believe that it outweighs the pros. The only con is that the walls seem to be a little thin. A lot of times I can hear my neighbor walking around upstairs or talking on the phone. But in all honesty, this really doesn't happen unless they are ridiculously loud. I think that would happen in any apartment complex.
Anyone that moves here would definitely be extremely happy with their apartment. The gated parking is really cheap every month at only $40, and I always feel safe. You won't find anything else like this in Erie. An apartment like this in any other major city would cost over $1200 a month. To pay around $550 for a one bedroom apartment is simple amazing considering the high quality of the management staff and the pride they take in this complex. You can't beat the area. You are within walking distance to every good bar on state street. During the summer, it is only a 14 block walk down to the bayfront. There is a CVS, gas station, and restaurants within walking distance, and the building is closely situated to both Gannon, LECOM and Mercyhurst. I highly recommend this place to EVERYONE!!

I completely agree with your post. My boyfriend lives there currently and is so happy. The factory feel of the building is awesome and gives it a lot of character. I will be moving down to Erie within the year and we will have to unfortunately move because we will need a little more storage space than his apartment in Lovell can provide us. He has had a few problems with the neighbors fighting but this is so rare and could happen anymore so that doesn't make a difference. He does say that he wishes the laundry money machine wasn't in the management office because he works during the day when management is there so it is hard for him to refill his laundry card. Overall he loves it and so do I!
